Objectives: To summarize evidence supporting the establishment of constituent standards for smokeless tobacco products. Methods: This overview presents data on the sources and levels of several important carcinogens and toxicants in smokeless tobacco products, as well as biomarker-based and epidemiological studies of the relationships between the levels of these constituents in smokeless tobacco products and the levels of exposure and cancer risk in users. Results: The summarized evidence demonstrates feasibility of implementation of standards for the levels of toxic and carcinogenic constituents in smokeless tobacco products and supports the likelihood of public health benefit from the establishment of such standards. Conclusions: It is highly recommended that the US Food and Drug Administration strongly consider establishing constituent standards for smokeless tobacco products.
