Steering Technologies as Observation
The article contributes a program that illustrates how technology can be observed as observation. In its development of this program, the article focuses in particular on the way in which steering technology provides public management with specific forms of observation. The article
first installs and develops three fundamental concepts in the program on the basis of Niklas Luhmann's systems theory: 'technology', 'steering', and 'management'. Second, the article points out this program's potential for enunciation through an analysis
of goal management in the Danish public sector. Thirdly, the article discusses the insights generated by the program in the light of three alternative approaches to an analysis of technology. By employing such a tripartite structure, the article elucidates the new epistemic potential inherent
in the proposed program for observation.
