Emissions trading: a building block to the climate change solution?
Thirty to forty per cent of global consumption of primary energy is used in buildings, mostly attributable to heating, cooling and lighting (UNEP 2007). More ambitious energy standards applied to new and existing buildings in European countries could achieve a reduction of 45 million tonnes of carbon dioxide (CO2) per year by 2010 (UNEP 2007: 1). In New York City, the energy consumption of a typical high-rise office building could be reduced to twothirds (UNEP 2007: 14).
