Risikokontroversen: Mobiles Risiko und Notfallorganisation bei Gefahrguttransporten auf der Bahnlinie ,,Betuweroute"

This paper deals with current controversies about safety and risks of hazardous material transportation along the railway track between Oberhausen and Emmerich (Germany). Infrastructural measures for emergency response organisation on the Dutch side of the so-called "Betuweroute" in the Netherlands play a crucial role within the demands of local politics, fire brigades and citizens' initiatives. Using the theoretical framework of Actor-Network Theory, Social Worlds Framework and the methodology of Situational Analysis (Clarke 2012) the article observes and analyses the risk controversy about the planning process taking into account the materiality and symbolism of the infrastructures of emergency response. Based on these findings insights for the handling of controversies with regard to planning practices and policies are contemplated.

Der Artikel thematisiert eine aktuelle Kontroverse um Sicherheit und Risiken durch Gefahrguttransporte an der Schienenverkehrsstrecke zwischen Oberhausen und Emmerich. Die auf niederländischer Seite, entlang der 2007 fertiggestellten ,,Betuweroute", realisierten Maßnahmen zur Gewährleistung der Notfallorganisation spielen eine entscheidende Rolle in den Forderungen von Lokalpolitik, Feuerwehren und Bürgerinitiativen. Mithilfe von Akteur-Netzwerk Theorie, Social Worlds Framework und Situationsanalyse (Clarke 2012) wird, unter Berücksichtigung von Materialität und Symbolik der Infrastrukturen der Notfallorganisation, die Risikokontroverse um die Ausbaupläne beobachtet und analysiert. Auf dieser Basis werden abschließend Rückschlüsse für den Umgang mit Kontroversen in Hinblick auf Planungspraxis und -politik gezogen.
