Research on the Financial Capital Expenditure of Rural Infrastructure Construction Based on Fuzzy Comprehensive Evaluation

To narrow the growingly big gap between urban and rural areas in the 21st Century, the state has increased investment in rural infrastructure construction. This paper discusses the expenditure items of financial funds in the rural infrastructure construction as well as their characteristic indexes which are then analyzed by the factor analysis method. The results show that the water conservancy in the economic foundation construction and water-drinking problem in social foundation construction are the main factors that have great influence. Therefore, combined with the relevant theory of fuzzy comprehensive evaluation, this paper studies the financial expenditure of rural infrastructure in 2001–2010, which indicate that the investment structure of rural infrastructure was not reasonable and there were almost no changes during 2001–2005. Then great changes have taken place since 2006. This result agrees well with the actual situation, which shows the rationality of the model.
