With the combination of the characteristics of Command and Control, optimum C2 network model, which is based on complex network topology optimization theory and NSGA-II Algorithm, is set up so as to search the construction method of optimum Command and Control network. The timeliness, invulnerability and cost of complex network are used to describe the efficiency of information dissemination, the robustness of nodes moved as well as the resource consumption of C2 network constructing objective functions. Optimum C2 network is attained by means of NSGA-II Algorithm. Then, the simulation results verify the reasonableness of the attained model. Finally, with the analysis of the best non-dominated set, the sensitivity of the parameters that affect the optimization results are pointed out.
