Issues and Challenges on Implementing Software Configuration Management in Public University

There are many issues and challenges in Software Configuration Management (SCM) that should be considered when practicing SCM. The issues have already made known in 90s but still has been neglected by some of the practitioners due to lack of SCM technology to solve SCM’s complex problems and the needs for better understanding of SCM. The challenges of implementing SCM still arise even with the transformations of technologies whereby currently, there are many kinds of SCM tools to cater different requirements of the practitioners. Hence, this paper emphasized on the issues and challenges faced by the practitioners in Malaysia public universities. The methodology used was qualitative approach through interview. Nine sessions of interviews took placed with twelve informants from six different ICT centre in public universities of Malaysia. The study identified five main categories of issues and challenges which are management, practitioner, SCM process, technology, and SCM’s tools. The implication from identifying the issues could assist decision making by the practitioners with consideration of the mentioned issues to ensure for a better SCM implementation.
