Halal Legal Spectrum and Certification Bodies: Study in Brunei and Thailand

Halal certification bodies play an important role in determining the development of the halal industry in a country. The single body that issues halal certification in Brunei is the Islamic Religious Council of Brunei Darussalam (MUIB). The application must first be submitted to the Halal Food Control Division, of the Sharia Affairs Department for approval before being forwarded to MUIB. As in Thailand, the Islamic Central Committee of Thailand is the official body set up to manage the Islamic affairs in the country. Its establishment has been enshrined in the Administration of the Organization of the Islamic Act (AOI) which has been approved on 17th October 1997. The purpose of this article is to examine the role of the halal certification bodies in Brunei and Thailand and their halal legal spectrum. Their roles are important to help the Muslim community in Brunei and Thailand to manage the issue of halal and haram products and elaborate consumerism efforts that have been made by the bodies involved in the development of the industry. This study applies the method of literature review through content analysis of documents and interviews conducted with the agencies involved. The study found that as Brunei Darussalam is a small country and its population is majority Muslim, thus, the challenges faced in Brunei regarding halal issues are relatively low compared to other countries, especially in Southeast Asia. Whereas in Thailand, the understanding of the Muslim community about the legislations related to halal consumption is still low, but the functions play by the Islamic Central Committee of Thailand as an authoritative body is able to assisting and guiding the Muslim community in Thailand in matters regarding halal products and venture into the halal industry in Thailand. Both countries have a great potential of becoming halal hub reference to others.
