Affirmative action is a specific form as to alter the quantity of women as members of parliament significantly, in which this social group has limited representation in parliament. This research is primarily based on critical paradigm with Gramscian model analysis, theories and concepts of political communication regarding quality of political communication, mass media, and based on Antonio Gramsci’s hegemony theory of organizational network alliance, hegemony-counter hegemony, radical feminist, and the mass media with the basis of regional autonomy. In political praxis, the struggle to reverse the condition entails the maximum devotion of women’s force. It is only possible if women can build and develop alliances and a collective will to resist a single ideology. It must be supported by other social structures such as cultures, social relationship, political education, and the like except economy or production in which all of the aspects are unified together as a counter hegemonic power Mass media, as an important component of society, should take part in opposing the hegemony. In political practise, the struggle to reverse the condition entails the maximum devotion of women’s force. It is only possible if women can build and develop alliances and a collective will to resist a single ideology. It must be supported by other social structures such as cultures, social relationship, political education, and the like except economy or production (because both are only instruments), in which all of the aspects are unified together as a counter hegemonic power.
