Vacant Land Utilization Agreement Model Based on Community Aspiration to Strengthen Food Security: A Case Study in Sleman District, Yogyakarta Special Region, Indonesia

This paper discusses the agreement model of vacant land utilization based on community aspiration to strengthen food security in Sleman District of Yogyakarta Special Region, Indonesia. The problem that leads to the study is that there are many local people who do not have land to cultivate whereas other people possess land that they do not utilize in Sleman District of Yogyakarta Special Region. The minimum land utilization by the land right holders has postponed the government development programs, caused food insecurity and resilience of the national economy. The Article 3 Paragraph (6) of the Regulation of Sleman District No. 8 of 2008 on government affairs, concerns on the use of vacant land and settlement issue which consequently strengthening or supporting the regional food security. The researcher used the Focus Group Discussion to discuss on the local aspiration of the empty land utilization and to produce the agreement model of land utilization between the land owners, local farmers, and the local government. The research suggests that the vacant land utilization model can be used by the government, local people, and land owners to utilize the vacant land for seasonal crops.
