Evaluation on the Policy Implementation of Exclusive Breastfeeding During Work Hours in the Workplace
Background: The policy of increasing exclusive breastfeeding (EBF) in the workplace is an effort to build the quality of human resources. This policy is very important and strategic to the terms of the labor legislation (Employment Act No. 13/2003 Article 81), which stipulates
that length of maternity leave is just three months. This regulation is certainly not enough for the implementation of six months EBF unless it is facilitated in the workplace. Method: This research was conducted at the policy makers institution (Department of Health, Department of
Manpower and Transmigration, and Body of Women’ Empowerment) and the public services using the analysis of the Balanced Score Card (BSC). Results: Based on the BSC analysis, the assessment of the financial perspective (12.6%), the stakeholder perspective (19.65%), the internal
operations perspective (24.83%), and the development perspective (19.3%). Thus the overall EBF policy performance between policy maker institutions and public services were still in good average (76.38%). Conclusion: This policy was still a relatively new, thus obstacles were encountered
in the implementation. Lack of information about the policy and management ignorance in various public services were the prominent causes of breastfeeding corner unavailability in many institutions.
