Currently, the most urgent environmental concerns involving threats to human security in Kazakhstan are centered on water, radiation and waste. The Aral Sea represents a unique disaster with a sequence of devastating environmental and socio-economic effects, but water supply and quality are of a key concern throughout Kazakhstan. In this regard, this work attempts to explore what the government and civil society environmental organizations in Kazakhstan are doing in protecting the ecology and environment. It also tries to analyze the civil society organizations of ‘Eco Center.’ This environmental organization can be currently defined as a ‘transitional’ civil society organization which shows the feature of ‘civil society’ and also strongly influenced by the government. This is largely because it is operating in a state where the authoritarian political culture is prevailing and political, economic and socio-cultural transitions are being occurred. Still, it should be noted that the Eco Center has positive consequences on protecting their environment and developing civil society in Kazakhstan in the long term.
