The New Model for the Land Use Policy with a Co-Creation Approach

This paper examines the recession of Sasang-gu, Busan, Korea which resulted from a land use policy gradually converting industrial complexes into residential areas in the region. It goes on to describe the establishment process for land use policies and the need to change the policy-making process. To achieve regional innovation while addressing the city’s recession, this research proposes a land use policy-making procedure with a co-creation concept. To this end, a new policy design model is presented based on the case of NBN (Neighbors Build Neighborhoods) in Rochester, NY in USA. This model involves the organization of a large-scale committee that consists of many interested parties in the region who collect and match requested land use plans.
