Analysis of Busan City’s Job Creation Policy Trends and Measures to Create Jobs with a Co-Creation Approach

Busan City has been implementing diverse policies to create jobs, but has not produced much actual effect. This study intends to analyze the trends of job creation policies implemented by Busan City and presents measures to create jobs based on co-creation through a case study of Rochester, New York, USA. To this end, this study analyzed articles published from 2010 to 2015 in Buvi News, which was an official newspaper of Busan City, by employing text mining techniques, one of non-formative data analyses. The results of analysis showed that the city concentrated on projects which constructed traditional infrastructure to create jobs, and thus difficulty in the continuous investment of public finance is expected. This study proposes measures to create jobs in Busan by benchmarking the Neighbors Building Neighborhoods program, urban generation led by citizens, which was successful in Rochester, New York. This study contributes academically by inducing follow-up research in policy fields to use text mining. This study also makes a practical contribution of the usage of reference data to establish policies for job creation by local governments and administrative organizations.
