Making a room more comfortable, healthy, safe, and energy-efficient is an important goal with broad implications in home and work environments. This paper presents a novel regional air-conditioning mechanism (RACM) which can not only provide greater thermal comfort for individuals, but may also help to save energy. In order to analyze the RACM design, this study used an orthogonal method to evaluate the importance of seven design parameters of the RACM system for improved temperature control in an occupied zone: distance between inlet and outlet ports, distance between floor surface and outlet port, angle of inlet port, angle of outlet port, outlet vacuum pressure, inlet port height, and outlet port height. The results show that four parameters of the RACM system, including distance between inlet and outlet ports, distance between floor surface and outlet port, angle of inlet port, and inlet port height greatly influence temperature in an occupied zone. Included with these parameters is a listing method to identify their optimal values for use in the RACM system. Utilizing optimal design values, two thermal areas were created in this study's simulated room, i.e., the comfortable occupied zone and the rest of the room. The RACM system is recommended for use in various thermal environments, including buses, trains, factories, public buildings, offices, and homes.
