Taking Control of One's Destiny: How the EUM Framework Brings About Strategic Organizational Alignment to Face Tough Times

Utilities have the ongoing mandates of making customer satisfaction, public health and safety commitment, and regulatory compliance their goals. Sanitation District No. 1 of Northern Kentucky (SD1) is meeting these challenges of our industry in several ways, including commissioning the review summarized by this report. But, as with many utilities, regulations and economics continue to be among the top concerns. This review was conducted from the perspectives provided by the Effective Utility Management (EUM) framework to determine where and to what extent performance improvement opportunities exist in the current operation and for the future facilities now under construction. This review addresses the SD1 operation, including the core business functions of Operation and Maintenance (O&M) of the wastewater facilities and infrastructure as well as the supporting Business Services functions generally associated with Engineering and Administrative activities such as CIP Management, HR, IT, Public Relations, and Finance.
