The author traces the implications of a strong commitment by national government to mainstreaming the Welsh language within Assembly-administered areas, such as education and the public sector. However, there are severe difficulties in achieving the stated goals, which are illustrated in relation to: aspects of education, community development, town and country planning, and the economy. The article concludes with a series of recommendations which would bolster government investment in bilingualism, and offers an evaluation of six factors which are likely to shape the effectiveness of the Iaith Pawb reforms.", }
