Getting a policy to 'stick': centralising control of social rent setting in England

The attempts of English central government to control the rents that social housing landlords set for individual properties offer a fruitful example of the role that context and content play in shaping policy implementation. Since the early 1970s there have been three initiatives to assert greater central control over this policy variable. Using a modified version of the conceptual framework proposed by van Meter and van Horn (1975), this article identifies the factors influencing the implementation of each initiative. It concludes by highlighting the role of context, as opposed to the policy design or communication, in getting a policy to 'stick'.

Los intentos del gobierno central inglés por controlar las rentas que los propietarios de las viviendas sociales establecen para las propiedades individuales ofrecen un ejemplo fructífero del papel que el contexto y el contenido juegan en determinar una implementación política. Desde principios de los 70 ha habido tres iniciativas para imponer un mayor control central sobre esta política variable. Usando una versión modificada del marco conceptual propuesto por van Meter y van Horn (1975), este artículo identifica los factores que influyen en la implementación de cada iniciativa. Concluye destacando el papel de contexto, opuesto al diseño político o de comunicación, en conseguir una política que se establezca.

Les efforts que le gouvernement central anglais a faits pour contrôler les loyers fixés par les propriétaires de logement sociaux pour des propriétés individuelles constituent un exemple utile du rôle que jouent le contexte et le contenu dans la définition de la mise en œ;uvre de politique. Depuis le début des années 1970, il y a eu trois initiatives pour exercer un contrôle central plus important sur cette variable en politique. En se basant sur une version modifiée du cadre conceptuel proposé par van Meter et van Horn (1975), cet article identifie les facteurs qui affectent la mise en œuvre de chaque initiative. Il conclut en montrant le rôle du contexte par rapport à la conception ou la communication de la politique lorsqu'il s'agit de faire en sorte qu'une politique 'colle'.
