The quillen college of medicine, East Tennessee State University, was established through both federal and state legislative action. The school was created under the Teague-Cranston Act of 1972 by the federal legislature, legislation that included other medical schools such as University of South Carolina at Columbia, Marshall University, Texas A&M University, and Wright State University. Additional state support for the Quillen College of Medicine was provided through the Tennessee Legislative Act of 1974, which established the medical school's mission as one of increasing primary care physician service to rural areas, in particular the Appalachian region. State legislation in this matter was quite exciting, because successful funding for the College of Medicine occurred only after an override by the combined branches of the state legislature after a veto by the Governor. Nevertheless, the Quillen College of Medicine received provisional accreditation by the Liaison Committee on Medical Education in 1978 and accepted its first entering class of 24 students that year. The inaugural graduating class graduated in 1982.
