In September 1993 the Kent Post Qualifying Pilot Consortium commissioned a feasibility study of the consortium's arrangements for implementing the Central Council for Education and Training in Social Work (CCETSW) requirements for Post Qualifying Education and Training in the Personal Social Services. The study identifies the relationship between the arrangements of the Kent Consortium for implementing the CCETSW PQ framework and those of the consortium's partner members for the organisation, funding and delivery of its services.

On the basis of the study the consortium executive group recommended the full implementation of the framework to the partner members. In addition the study identifies key tensions in certain priorities of social service departments and of professional groups. These are of relevance to consortia in implementing the CCETSW PQ Framework.
