The Socially Active Municipality
The municipal sector is a major sector of society in Norway, with EUR 30 billion in total expenses (2005), 400,000 employees and 40,000 being employed every year. Since World War II the main task of the municipal sector has been to plan for growth, both in terms of tasks, budgets, and the number of employees in the municipality . In recent years this picture has been turned upside down, and there is much to suggest that the opportunities for management, planning and continued growth have decreased.
