Fiscal management reached a breaking point in Canada in the mid-1990s. At that point, it was recognized that the fiscal situation had reached crisis proportions and strong corrective measures were needed. Canada's fiscal position has now been turned around. As part of the corrective measures, significant reforms were made to the annual budget process. This report analyses the reforms implemented in detail as well as presenting an overview of public management in Canada more generally.
