How Educational Systems Form and Reform
Education reform is significantly shaped by the pre-existing historical institutional frameworks for the the delivery of educational services. This study outlines several of the currently most prevalent of such institutional frameworks and seeks to specify the way in which these frameworks will shape reform decisions and outcomes.
