Policies of integration have been reinvented and rescaled in Germany over the last decades. Cities and neighborhoods have been discussed as important spaces of intervention: “Integration is local” is one of the slogans of this discourse. The paper discusses this new paradigm in terms of governmentality drawing on insights from integration strategies in Germany's 20 largest cities. It relates this policy change to the more general changes in urban policy and rationality that have been discussed as the neoliberal re-ordering of cities.
