The information theory, which describes energy distribution, has been based on systems in which the energy storage process leaves the constants of equations describing those systems unchanged. However, the Boltzmann-Ehrenfest adiabatic principle, which permits variations of a system's constraints by the principle of least action, describes systems in which energy storage takes place in both system coordinates and parameters. Using the Boltzmann-Ehrenfest principle, the labelling of system coordinates and parameters as well as potential and kinetic energy becomes relative to the phase of the system's functioning. In that information can be referred to a description of the distribution of both kinetic and potential energy, it also obeys a conservation law paralleling that of the conservation of energy.

The system's phase effectively defines the uncertainty conditions underlying information and these may be multiple. A hierarchy of energy systems permits the related definition of a hierarchy of information descriptions. Such phase-systems permit an information description of the distribution of analog amounts such as those of electromagnetism and hydrodynamics and delineate some problems of auditory physiology.
