Formulation of Land Administration Strategy in Post-Conflict Somaliland
This paper describes an approach to formulating strategy for improving land administration in the Somaliland city of Hargeisa. A GIS is being developed by UN–Habitat, primarily as a fiscal cadastre, and this was initially considered by some UN–Habitat staff as a primary driver of a land administration development strategy for Somaliland. A second stage was to develop a planning management system using the GIS, and possibly use the GIS for land tenure records management. However, land ownership is extremely complex in Somaliland and the political climate delicate, necessitating the incorporation of different scenarios in the strategic plans to ensure success. One scenario would have a working GIS being deployed as a land administration support system; in others, the GIS may provide partial administrative support or a system to initiate a more efficient system of land taxation.
