Speaking to power
The creation of welfare states transferred great power from the local gentry to the public service professions. But we have invented diverse ill-co-ordinated strategies to make them more efficient, humane and accountable. We need to clarify their aims in progressive ways that will give the professions firmer roots in the communities they serve.
