The Emergence of Local Management of Schools (LMS) in Israel: A Political Perspective
The purpose of this study is to analyse the emergence of local management of schools (LMS) in Israel during the last decade. It is uses the framework of the political behaviour perspective which considers the contextual forces that generate issues, stimulate pressures, and govern decision
processes, by shaping the opportunity structures in which actors deliberate and decide policy. This perspective argues that governments seek responses that stabilise and legitimise the system. It is argued that the decentralisation reform of the Israeli educational system, based on LMS, was
selected for political rather than the pedagogical reasons presented to the public. The case study, based on key person interviews and published and unpublished documents, reveals that the Israeli Ministry of Education sought to solve conflicts with the various interest group interests (teachers’
unions, business corporations, and parents’ associations) and gain legitimacy by decentralizing the educational system.
