In 2011, participatory budgeting was implemented for the first time in Mexico's capital. Once a year, citizens can submit their ideas on how to spend a percentage of the city's budget in their neighborhoods and then vote on the submitted projects in a second step. The contribution uses the concept of empowered participatory governance as a basis for analysis, which is understood to comprise both deliberation and bottom-up participation. Based on the empirical example of participatory budgeting in Mexico City, the study highlights the relevance of the size of the administrative areas and the pre-structured selection of topics.

In Mexico City wurde 2011 ein Bürgerhaushalt eingeführt. Einmal im Jahr können Bürger Projektideen für die Vergabe dieser Gelder in ihren Wohnvierteln einreichen und in einem zweiten Schritt über die eingereichten Projekte abstimmen. Mit einer kritischen Rezeption des Konzepts der Empowered Participatory Governance versteht der Beitrag ,,Teilhabe“ als Deliberation und Partizipation, die wesentlich vom institutionellen Design, d.h. hier dem Zuschnitt der administrativ-räumlichen Einheiten und der vorstrukturierten Themenauswahl, geprägt wird. Mittels qualitativer Verfahren zeigt die Studie die Teilhabe der Bürger am Bürgerhaushalt in Mexiko-Stadt auf.
