Abstract:
In the wake of NATO's war much was made of a new Marshall Plan' for the Balkans - this has however failed to materialise as western states baulk at the cost and political implications. In its place there is now a Stability Pact' which is designed to prepare the way for these states to enter the EU. The primary difference between this and previous policy is that the focus is regional rather than country specific - and Bosnia for the first time is being treated as a distinct and coherent entity.
