Abstract:

Despite a pledge by Pakistan's military dictator, General Pervez Musharraf, to address the country's economic problems head-on, there were concerns that he had so far had failed to come up with a comprehensive plan which might put an end to the series of crises which had plagued the country. While his military credentials give him power to manoeuvre, by the same token they seriously weaken his ability to withstand criticism both internationally and at home since his legitimacy is ultimately compromised. A major challenge for General Musharraf also lies in the agriculture sector. He has both to regain the confidence of the growers following the cotton mismanagement and to tackle the acute water shortage that is afflicting the major agricultural bases of the country - Sindh and Punjab.
