As our nation’s infrastructure needs grow, the importance of focusing on alternative project delivery methods to accelerate project schedule and reduce cash flow needs is increasing. Public-private partnerships, or P3s, have been more extensively used in the U.S. in transportation-related transactions but their occurrence in the water sector is increasing, so provided here are details about structuring a P3 contract and important considerations in the procurement process. Areas of focus explored for this work include a review of legislation status, a general P3 overview with emphasis on value for money analysis, common advisor structures, risk allocation, and an overview of the solicitation process.

This work is designed to accompany a panel-style presentation where questions and discussion with the audience will contribute as well to the material covered in an interactive format supplementing that which is presented here.
