Surface water quality impairment has led to more stringent effluent total N (TN) and total P (TP) concentration limits. The WERF Nutrient Challenge Program has determined the role of nitrogen and phosphorus species within TN and TP with regard to their removal in treatment facilities and their availability for algal consumption. A large fraction of effluent TN and TP persists as soluble organic nitrogen (SON) and soluble nonreactive phosphorus (SNRP) in effluents from systems designed to maximize nutrient removal. These compounds are less bioavailable for algae growth compared to inorganic the inorganic compounds. The bioavailability of SON and soluble phosphorus was studied with algal bioassay on effluent samples from full-scale nutrient removal facilities and a model was developed that accounted for an initial rapid consumption rate followed by ever decreasing rates as less N and P remained. This type of nutrient uptake model could improve water quality model predictions of surface water impacts of effluent nutrients.
