Asset Management Decision Support Tool for Improving Operations, Management and Capital Investments for Treatment and Reuse - Integrating Asset and Process Models for Real Time Data Capture for Analysis and Optimization of Combinations of Processes and Assets
Abstract:This paper discusses the development and application of Asset Management Intelligent Decision Support Tool (AMIDST) to improve the management of plants, distribution, collection and water reuse systems. The tool analyzes the combinations of operating set-points and assets. It is integrated with the plant systems such that it captures the current data on equipment condition, operating status and on flows and loads prior to each run. It provides this information to technical support and asset management teams such that they can analyze 10,000+ combinations of assets and operating conditions across the treatment plant, water distribution, wastewater collection and water reuse systems, and complete this within 1 to 4 hours. The user can use the information from the simulations based on algorithms for the biochemical and physic-chemical processes and calibrated to accurately represent the effluent quality. This allows a better estimation of the impact of the failure and change in operating status of various pieces of equipment and tanks. This information is used to improve the consequence of failure (COF) score, which helps improve the estimate of Business Risk Exposure (BRE). The 10,000+ combinations can then be used to conduct financial analysis and discover potential investments that can be made to address financial efficiency failures. Unlike conventional asset management tools which allow computation of financial efficiency failure at a particular blower or treatment system level, the tool can be used to analyze failure of combinations of equipment and systems. This allows the asset management team to develop capital investment projects with the right size, the right scope and make the investment at the right time.
At a more basic level, the analytical tool for asset management overcomes several limitations in Distributed Control Systems (DCS) and SCADA systems. With its ability to look at global optimization in addition to local optimization, it overcomes several limitations in capacity experienced when plants upgrade their control systems through local optimization of secondary treatment, tertiary treatment and solids handling. The Utility has the option to use the tool in an Off-line mode while capturing the current data, or in an On-line mode with real time optimization to generate additional savings and revenues. It can be used to provide intelligence to maintenance teams which help prioritize corrective maintenance and improve preventive maintenance on sections of the plant or water utility enterprise that have a larger impact on revenue or liability for every dollar invested. Overall, it helps operations, maintenance and asset management teams manage risks, have better tools to manage compliance, and lower the life cycle costs. This helps reduce the rate of increase in water rates.
