Abstract:

This paper presents the technical basis, development and use of a decision support tool to assess the costs of various combinations and configurations of dam structures to reduce peak flood flows, with specific emphasis on hydrologic modeling to support a flood control master plan. The paper discusses the accuracy of such an approach as compared to more commonly used modeling tools and trade offs in adopting such an approach. Finally, the paper details lessons learned from the model development and application as well as the process for minimizing risk for coastal flood control.
