
Planning for System Operations… When Your System is Limping
Municipal utilities are tasked with managing sewer collection systems safely and reliably 24 hours a day, seven days a week…even when the sewer system is limping along. This paper discusses an approach for detailed planning of system operations, when portions of the system are
out-of-service. Pre-planning for these types of situations before they occur provides utilities with the tools for addressing them efficiently and cost-effectively. Key features of the approach include:
• Selection of “Worst-Case but Reasonable” Scenarios and Level of Service Goals
• Use of Sewer System Models to Assess Impacts and Management Options
• Development of SOPs.
The paper demonstrates this approach through case study focusing on Orange County Sanitation District's Newport Force Main Network. The hydraulic assessment provides a blueprint for OCSD and other utilities to meet their desired Level of Service Goals, even with portions of the system out-of- service or operating at reduced capacity.
