Abstract:

Owners often bid sever rehabilitation projects as a typical design, bid, and build project with a single contractor acting as the prime contractor. This method can lead to inefficient management of schedule and get due to changing priority areas throughout the project. The City of Brooksvillc was sueccssful in implementing an Owner as Contract Manager model on its most recent prase of sewer rehabilitation. The City realized significant reductions in overall cost per linear foDt of sewer nain rehabilitation.
