The Effective Utility Management Steering Committee convened in 2006 to develop a framework of attributes and management approaches that would help utilities meet their daily competing challenges more effectively and guide them in strategic planning. One of the “Ten Attributes
of Effectively Managed Water Sector Utilities” identified by the Committee is Community Sustainability. This attribute places the utility in a strong leadership role within the community and encourages collaboration with neighboring communities and other utilities to maintain and enhance
ecological and community sustainability and resiliency.
