Using EUM to Broaden the Scope and Depth of Strategic Planning
Abstract:This paper will display how Newark utilized the EUM self-assessment tool to both set the stage for an upgrade to its strategic planning effort and involve the entire staff and City Council in the process. It will outline the steps that Newark took to both develop and implement the updated strategic plan, including renewing its mission, vision, and values statements, developing strategic goals and objectives (based on the Ten Attributes), and then developing and implementing a performance management system (in part based on the Attribute measures) to track and report their progress in the achievement of their strategic goals.
This effort provides a prime example of a utility that has adopted and incorporated the EUM Keys to Management Success (Leadership, Strategic Planning, and Measurement) and the Ten Attributes of an effectively managed utility to augment its ongoing commitment to continuous improvement.
