Green Bay Metropolitan Sewerage District (GBMSD) conducted a strategic planning initiative in 2008/2009 that largely employed principles of portfolio management to evaluate and select among alternative “strategic investment options”, GBMSD established new directions that contemplate a fundamental shift in the role it has served over its 75-year history. This paper will review GBMSD's strategic planning process and the strategic investment portfolio that it has established to define its new approach to environmental services delivery. The paper will also discuss the application of portfolio management principles and use of the District's strategic plan to guide decision-making on a solids management project throughout 2010 and 2011.
