The Ventura Water Reclamation Facility discharges treated municipal wastewater to the Santa Clara River Estuary. This project focuses on developing the technical basis for determining if the existing discharge is providing an enhancement to the SCRE and for determining if there are alternative discharge scenarios related to discharge volume, location and quality, that would lead to and enhancement of the SCRE. The technical basis for this determination involves three studies; Estuary Subwatershed Study, Treatment Wetlands Study, Recycled Water Market Study, which are summarized in this paper.

Keywords: Effluent discharge; estuary water quality
