Abstract:

Raftelis Financial Consultants, Inc. (RFC), in conjunction with the American Water Works Association (AWWA), conducts a biennial water and wastewater rate survey. This study presents a comparative analysis of results from the 2000 and 2010 surveys to highlight some trends within the industry over the past decade. There are a number of preliminary findings from the survey, including:<list list-type="bullet"><list-item>

Population and accounts served have similarly increased over the study period;</list-item><list-item>

Treated flow per capita has declined over the study period; </list-item><list-item>

Average annual capital needs have doubled for most utilities; </list-item><list-item>

Medium-sized utilities continue to have the lowest wastewater rates; and</list-item><list-item>

Rates have increased faster than inflation.</list-item></list>
