The Irvine Ranch Water District (IRWD) sends solids streams from their Michelson Water Reclamation Plant (MWRP) to the Orange County Sanitation District (OCSD) for treatment. Both the OCSD and IRWD came to the conclusion that the methodology used to determine the amount that IRWD was paying OCSD for this treatment was not equitable, so they commissioned a joint study to determine what the equitable payment should be. The goals of this study were to develop a new payment methodology that was both equitable and easy to implement. The key to success on the project was using an objective analytical process and decision-making methodology, and applying them in a workshop environment, which took the emotion out of a historically volatile topic between IRWD and OCSD. This paper describes the process undertaken to develop and implement the new payment methodology.
