This paper will present a synopsis of the Environmental Protection Agency, Region 4 (EPA R4) history with regard to the development and implementation of the wastewater collection system management, operation and maintenance (MOM) program. The paper is divided into five parts: EPA's National Wet Weather Enforcement Initiative; CMOM/SSO Activities in Region 4 (MOM Programs Project); EPA's CMOM/SSO Rule Background; SSO Rule update; the Future of CMOM/SSOs in Region 4.

Thus, this paper will cover the interim period when Region 4 was taking enforcement actions against wastewater collection systems (e.g. Miami-Dade County, FL; Jefferson County, AL and City of Atlanta, GA) for the discharge of raw sewage from the sanitary sewer system (sanitary sewer overflows or SSOs) through to Region 4's current CMOM/SSO activities.
