Abstract:

Develop a Climate Protection Action plan by using community members and finding innovative means to implement the action items with the help of this community-based committee. Creating a community based committee can help identify the most effective tools to reduce the community's greenhouse gas impact. The community will in turn be developing an Action Plan that can help explain how it will reduce carbon emissions. Many communities spent or are spending in upwards of 250,000 to develop an action plan and the City of Grand Forks, ND did not have to do that. Instead the City worked with community members and existing city staff with knowledge, expertise and passions in the fields of energy efficiency, conservation, finance, urban forestry, recycling, transportation, etc. that all became involved in this process. This effort began with Grand Forks Mayor Michael R. Brown signing the US Conference of Mayors Climate Protection Act and then encouraging individuals to become involved in a community based effort to be part of the development of the Climate Action Plan for the City.
