Abstract:

The planning and early implementation phases of a new wastewater utility in Port Hadlock, Jefferson County, Washington required an extensive stakeholder involvement and public education process. This abstract describes the key decision points, policy considerations, results and how the process was managed through the work of a Sewer Advisory Group.
