The Role and Purpose of Owner's Advisor in Alternative Delivery Projects
Abstract:Alternative delivery projects present novel legal, technical, and contractor relationship issues. The role of Owner's Advisor has evolved to facilitate many of these issues. Working either as an extension of the owner's staff or as an independent entity, the Owner's Advisor must operate in the capacity most suited to a given owner and project's needs. While the Owner's Advisor can serve in a wide range of duties, this paper discusses the advisor's role in 1) establishing and sustaining program vision, 2) assisting owner in selecting project delivery method, 3) assisting owner in selecting a contractor, 4) providing engineering design technical assistance and project definition packages, 5) providing program controls and monitoring, and 6) providing third party construction services. The benefit to using an Owner's Advisor is discussed throughout.
