Abstract:

Clean Water Services (Hillsboro, OR) requested and was issued an integrated, municipal watershed-based NPDES permit in February, 2004. This paper will discuss the lessons learned and the keys to success from the first 5 years of implementation and the proposed issues to be dealt with in the renewal of this permit. The initial permit combined the NPDES permits for 4 municipal wastewater treatment facilities and the MS4 stormwater discharge permit. Along with the renewal, Clean Water Services is also requesting the revisions to the underlying TMDLs for the Tualatin River which will assist in enabling the additional changes required to continue the implementation of the watershed approach.
