Increasing numbers of utility agencies are turning to reclaimed (reclaimed, reuse) water as a means to supplement dwindling water supplies, meet stringent discharge requirements, and address the increasingly important public perception of being ‘environmentally friendly’. The decisions to implement, construct, and develop a market for a reclaimed water system requires a clear understanding of the continual balancing act between competing financial and economic objectives.
