The Program was implemented in 1982 and has been funded every year to improve compliance at small, publicly owned wastewater treatment plants with a discharge of less than 18.9 million liters per day (ML/d) (5 million gallons per day (MGD)), through direct onsite training and other operation and maintenance assistance. Federal funding for the Program is administered through grants to States, often in cooperation with educational institutions or nonprofit agencies. Nationally, 46 States or training centers receive the Program's funding and are able to assist, on average, about 700 facilities a year to meet the National Pollutant Discharge Elimination System (NPDES) compliance goals and/or to improve performance. The Program has resulted in improved utility performance by reducing the discharge of pollutants by more than 1.8 million kilograms (4 million pounds) every year.
